Constitution of the Board
The Apex Board is headed by Director General Ordnance Factories (DGOF) as Chairman and has 9 Members in the rank of Additional DGOF. Ordnance Factories are divided into 5 operating divisions, depending upon the type of the main products/technologies employed. These are :
Each of the above group of factories is headed by a Member/Additional DGOF. The four remaining Members are responsible for staff functions, viz Personnel (Per), Finance(Fin), Planning & Material Management (P&MM), Technical Services (TS) and they operate from Kolkata.
DGOF & Chairman, OFB
Name : C S Vishwakarma
Shri C S Vishwakarma,took over charge as DGOF and Chairman, OFB on 01.09.2020.
A 1984 batch Indian Ordnance Factories Service Officer, he is a Mechanical Engineer with an M.Tech Degree, Shri Vishwakarma has served in the Ordnance Factories in various capacities. Before taking over charge, he was holding the Additional DGOF and Member/OFB looking after the Armoured Vehicles Group.
He has held various important appointments and has contributed significantly to a number of critical projects. The most notable among them are the 155mmx45 caliber "Dhanush" artillery gun system,the 40mm Under Barrel general Launcher and the 40mm grenade
Name : R K Arora
Shri R. K. Arora holds a B. Tech. degree in Mechanical Engineering from IIT Kanpur, and M. Tech. in Thermal Engineering from IIT Delhi. He has vast experience in the areas of financial policy, accounting, audit, budget, procurement and personnel matters.
He held prestigious assignments in Government of India as Additional Secretary in UPSC, Finance Manager (Air) in Acquisition Wing of MoD and Director in Ministry of Finance, besides having worked as IFA in HQ Central Command of Indian Army, HQ Training Command (IAF), HQ Indian Coast Guard, and also in various field offices of Defence Accounts Department under CGDA. He represented Govt. of India in high level delegations to USA, France, Italy and New Zealand etc.
Being an expert of Public Procurement, he was in the distinguished panel of guest speakers in the ‘International Seminar on Defence Acquisition’ organised by IDSA in 2011 and also published a paper in the Seminar. He is a guest faculty for sessions on public procurement in various eminent training Institutions of Indian Army, IAF and CGDA.
Name : M R Subhlok
Shri M R Subhlok took over the post of Member/OFB on 01.10.2020. A 1984 batch, officer of Indian Ordnance Factories Service, he is an Electrical Engineer.Before assuming charge as Member he was a Senior Deputy Director General at the OFBHQ. He has held many important appointments such as Senior General Manager of Ordnance Factory Ambernath and the Machine Tool Prototype Factory at Ambernath
Name : Vivek C Verma
Shri Vivek C. Verma, an IOFS Officer of 1991 Batch, joined the Ordnance Factories’ organisation on 7th April 1992. He did his B. Tech in Mechanical Engineering from Institute of Engineering and Technology, Lucknow and M. Tech in Design Engineering from Indian Institute of Technology, Delhi.
His first permanent posting was at Vehicle Factory Jabalpur from July 1993 to May 2005. He specialized in engine technology and was project officer for establishing manufacture of new generation vehicles at VFJ.
He proceeded on deputation in Ministry of Defence (Directorate of Planning & Co-ordination), New Delhi from June, 2005 to May 2009 where he contributed in government initiatives towards Military Technical Cooperation on Land systems.
After successful completion of deputation, he was posted to OFC as Joint General Manager. His thrust area was manufacture of Large Calibre Ordnance. He played a pivotal role in development and manufacture of Ordnance for Dhanush and 130/155mm Upgun.
In May, 2017, he joined OFB HQ, Kolkata and was posted as Director/Board Secretariat.
From 6th Dec 2017, he has assumed the responsibility of Secretary/OFB.
He has travelled widely across the globe contributing towards military cooperation with various countries. He has earned several accolades and in 2013 was awarded the Best Manager in All Ordnance Factories by OFB.
