Constitution of the Board
The Apex Board is headed by Director General Ordnance Factories (DGOF) as Chairman and has 9 Members in the rank of Additional DGOF. Ordnance Factories are divided into 5 operating divisions, depending upon the type of the main products/technologies employed. These are :
Each of the above group of factories is headed by a Member/Additional DGOF. The four remaining Members are responsible for staff functions, viz Personnel (Per), Finance(Fin), Planning & Material Management (P&MM), Technical Services (TS) and they operate from Kolkata.
DGOF & Chairman, OFB
Name : C S Vishwakarma
Shri C S Vishwakarma,took over charge as DGOF and Chairman, OFB on 01.09.2020.
A 1984 batch Indian Ordnance Factories Service Officer, he is a Mechanical Engineer with an M.Tech Degree, Shri Vishwakarma has served in the Ordnance Factories in various capacities. Before taking over charge, he was holding the Additional DGOF and Member/OFB looking after the Armoured Vehicles Group.
He has held various important appointments and has contributed significantly to a number of critical projects. The most notable among them are the 155mmx45 caliber "Dhanush" artillery gun system,the 40mm Under Barrel general Launcher and the 40mm grenade
Name : R K Arora
Shri R. K. Arora holds a B. Tech. degree in Mechanical Engineering from IIT Kanpur, and M. Tech. in Thermal Engineering from IIT Delhi. He has vast experience in the areas of financial policy, accounting, audit, budget, procurement and personnel matters.
He held prestigious assignments in Government of India as Additional Secretary in UPSC, Finance Manager (Air) in Acquisition Wing of MoD and Director in Ministry of Finance, besides having worked as IFA in HQ Central Command of Indian Army, HQ Training Command (IAF), HQ Indian Coast Guard, and also in various field offices of Defence Accounts Department under CGDA. He represented Govt. of India in high level delegations to USA, France, Italy and New Zealand etc.
Being an expert of Public Procurement, he was in the distinguished panel of guest speakers in the ‘International Seminar on Defence Acquisition’ organised by IDSA in 2011 and also published a paper in the Seminar. He is a guest faculty for sessions on public procurement in various eminent training Institutions of Indian Army, IAF and CGDA.
Name : Arvind Kumar Agarwal
Shri Arvind Kumar Agarwal is an IOFS officer of 1983 batch. He is an alumnus of Govt. Engineering College, Jabalpur and holds a degree in Electrical Engineering from RDVV, Jabalpur. He has M.B.A. degree from IGNOU. He also holds M.A. degree in Public Policy from the Institute of Social Sciences, The Hague, Netherlands.
Shri Agarwal had served in VFJ, GIF, NADP, HAPP, CVC, OFI and AFK in various capacities before taking over charge of Ordnance Factory, Badmal as General Manager cum CEO in 2013. In 2016, he took over the charge of Ordnance Factory Khamaria, Jabalpur as Sr. General Manager cum CEO. Prior to assuming the duties as the Addl. DGOF and Member/OFB in charge of Ammunition and Explosive group of Factories, he was serving as Senior DDG/A&E at the OFB Hqrs, Kolkata since 2019.
He has been honoured by “Ayudh Bhushan” (2nd Highest Organizational Award) twice. Firstly in 2011, for successfully establishing the ‘Pinaka’ manufacturing facilities at Ordnance Factory, Itarsi; and secondly in 2015, for reviving and achieving a complete turnaround of the remotely located hard station Ordnance Factory, Badmal as General Manager cum CEO. His out of box approach to find solutions of difficult problems paved way for many achievements and laurels for him. A few of them are penned below:-
While working on deputation in Central Vigilance Commission, New Delhi, he looked after vigilance matters of various ministries and also worked as Commissioner of Departmental Inquiries to handle cases of very senior officers.
At Ordnance Factory, Itarsi, he established “PINAKA” production facilities; major overhauling of various Explosive plants; systematic maintenance of plants including condition monitoring of continuously working plants.
As General Manager cum CEO of the Ordnance Factory, Badmal, he achieved complete turn around of this remotest located hard station factory. During his tenure, production increased significantly, new products established, products’ quality improved, rejection and product cost substantially reduced.
While working as Sr. General Manager cum CEO of the Ordnance Factory, Khamaria, Jabalpur, he personally initiated and supervised all the activities related to successful disposal of 70 years’ accumulation of old, obsolete, dangerous, unsafe, unserviceable, rejected ammunition and explosives lying in the Factory. He, through indigenous resources, firstly, initiated modernization of different plants engaged in manufacturing hardware components, and secondly, introduced automation in explosive filling plants. Therefore, the Factory now have state-of-art plants and machineries.
Member/ WV&E, P&MM
Name : E R Sheikh
Shri E R Sheikh is an IOFS officer of 1984 batch. An electrical engineer from the Govt. Engineering College Jabalpur, he has an M. Tech degree from IIT Kanpur in Micro-electronics, a Master of Management Science degree from Pune University and an M. Phil in Public administration from the Punjab University.
He has served in various Ordnance Factories and has been a spearhead of modernization. He has, in particular, contributed to the establishment of the modern production line system for the manufacture of small arms ammunition at the Ordnance Factory Varangaon. As DDG, Propellants and Explosives, he oversaw several plant modernization projects in explosive factories that led to an enhancement in productivity and safety. He also led the successful indigenous development of the Bi-modular charge for artillery ammunition.
He has served as General Manager of the Ordnance Factory Itarsi and Senior General Manager of Ordnance Factory Bhandara.
He is widely travelled and has served as a member of various defence delegations to foreign countries as a representative of the OFB and the MoD. He is also the recipient of the Ayudh Ratna Award, 2020, conferred on him in recognition of his exemplary services to the organisation.
Prior to assuming charge as the Member of the Weapons, vehicles and Engineering group of the O.F.B, he was serving as Senior DDG at the OFBHQ at Kolkata.
Name : Rajnish Lodwal
Name : Vivek C Verma
Shri Vivek C. Verma, an IOFS Officer of 1991 Batch, joined the Ordnance Factories’ organisation on 7th April 1992. He did his B. Tech in Mechanical Engineering from Institute of Engineering and Technology, Lucknow and M. Tech in Design Engineering from Indian Institute of Technology, Delhi.
His first permanent posting was at Vehicle Factory Jabalpur from July 1993 to May 2005. He specialized in engine technology and was project officer for establishing manufacture of new generation vehicles at VFJ.
He proceeded on deputation in Ministry of Defence (Directorate of Planning & Co-ordination), New Delhi from June, 2005 to May 2009 where he contributed in government initiatives towards Military Technical Cooperation on Land systems.
After successful completion of deputation, he was posted to OFC as Joint General Manager. His thrust area was manufacture of Large Calibre Ordnance. He played a pivotal role in development and manufacture of Ordnance for Dhanush and 130/155mm Upgun.
In May, 2017, he joined OFB HQ, Kolkata and was posted as Director/Board Secretariat.
From 6th Dec 2017, he has assumed the responsibility of Secretary/OFB.
He has travelled widely across the globe contributing towards military cooperation with various countries. He has earned several accolades and in 2013 was awarded the Best Manager in All Ordnance Factories by OFB.
